A conference on "Private Investments within the Euro-Mediterranean Partnership" will be held in London, UK, on 6-7 March 1997. The aim of this conference is to publicise and promote investment opportunities in the twelve Mediterranean Partners of the European Union (Morocco, Algeria, Tunisia, Egypt, Jordan, Israel, Syria, Lebanon, Turkey, Malta, Cyprus and the Palestinian Territories) and to assist in the process of dialogue.

The intention to hold this conference was announced by Britain's Foreign Secretary, Malcolm Rifkind, in Barcelona, in November 1995. The announcement followed close consultation with the European Commission.

The conference programme is intended to attract a wide range of private-sector participants, both from Europe and from the twelve Mediterranean Partners. A strong representation from governments is also expected.

The conference will feature presentations by high-level political and private-sector figures from both the Mediterranean Partners and the European Union. They will look at several issues, including the current state of the economies in the Mediterranean countries and their considerable economic potential. Chairmen from European and Mediterranean companies will look at the opportunities for both direct and portfolio investment in those economies, and the nature of existing barriers to investment.

A number of specialist sessions will cover such issues as: the right tax regime for stimulating investment flows; the importance of security of ownership; and the advantages of joint partnership. There will also be country sessions, where representatives of the Mediterranean twelve will be given the opportunity to promote their countries as destinations for inward investment. The Mediterranean countries will also have the opportunity to set up stalls at the conference centre to provide more detailed promotional material and information.

The second afternoon of the conference will be devoted to a workshop looking at investment success stories within the Mediterranean Partners. Representatives of enterprises which have invested successfully in the region will attempt to explain that success and draw lessons for the benefit of the region as whole. A panel discussion will wind up the two days.
