A conference on "Technology policy and less-developed R&D systems in Europe" will be held in Seville, Spain, on 17 and 18 October 1997. The conference is organized by the United Nations University - Institute for New Technologies (UNU/INTECH) and the Commission's Institute for Prospective Technological Studies (IPTS), with funding from the Community's Training and Mobility of Researchers (TMR) RTD programme.

The conference will focus on R&D systems in Europe, with particular reference to the technologically weaker economies. It will examine opportunities for, and obstacles to, the internationalization of scientific research systems. It will be primarily intended to inform policy-making in the Southern European economies, but will also have a wider relevance. The results might also be of considerable significance in developing countries - perhaps especially, but not exclusively, in Latin America and the Mediterranean countries.

The conference will be organized around the following themes:

- Technology policy and innovation strategies;
- Policy instruments: Comparisons and best practice experience;
- Internationalization of scientific research: the European experience;
- Extension services and SMEs.

There may also be sessions on the following topics:

- Less-favoured regions and the Fifth RTD Framework Programme;
- Regional dimensions of research and technological capabilities.

The organizers are interested in receiving one-page abstracts of papers for possible presentation at the conference.
