The aim of the conference is to bring together representatives from Europe, Japan, the United States and Asia to discuss developments in the fields of telecommunications policy and information and communications technology applications. This meeting is one of a series, supported by DG XIII, which aims to ensure regular contacts at the highest level between these global regions.

The first half of the meeting will take place in Sophia Antipolis, from Monday 8 September until lunchtime on Wednesday 10 September. Participants will then fly to Rome, where the remainder of the conference will take place on Thursday 11 and Friday 12 September.

The themes for the sessions will be as follows:

- Smart communities: cooperation in advanced applications;
- Development and business opportunities for industry and service providers;
- Smart communities and the new regulatory landscape;
