The first European Conference of International Networks in Cooperation, focusing on the theme "Innovation and small enterprises: main tools for employment and regional development", will take place in Malaga, Spain, from 22 to 24 October 1997. The conference is organized by the European Business and Innovation Centre Network (EBN) and the International Association of Science Parks (IASP).

The aim of the event is to bring together the full range of parties, both public and private, involved in international networking of SMEs and in the fields of innovation and self-employment. These are all key concepts for the achievement of the goals of regional development and employment.

Major speeches will be given by European Commission officials, including Mr. Vicente Parajon, Deputy Director of DG XIII (Telecommunications, information market and research), Mr. Javier Hernandez-Ros, responsible for the Innovation Relay Centres network (DG XIII), and Mr. Carmelo Messina, of DG XVI (Regional policy and cohesion).

Examples of the work of networks at both European and regional levels will be given, with presentations from participants. In addition, three parallel workshops will be held, addressing the following topics:

- Micro-enterprises and big companies: What kind of cooperation? What can big companies give to, or receive from, small companies?

- Industrial and academic spin-off: How to create new innovation-based SMEs - the self employment solution;

- How to finance innovation in SMEs: Existing European and regional sources of finance for SMEs.
