A seminar on electricity and gas liberalization in Europe, entitled "A win-win position for Europe?" will take place in Brussels, Belgium, on 9 October 1997. The seminar is organized by the European Commission (DG XVII) and ENER-G8, a group of major industrial energy users.

The aim of the seminar is to discus the benefits and opportunities which liberalization will bring to both industrial users and consumers across Europe. The opening of electricity and gas markets represents, however, a major challenge to the EU's Member States.

The keynote speech of the conference will be given by Mr. Christos Papoutsis, Commissioner responsible for energy policy. There will be an update on progress towards electricity and gas liberalization in Europe, and presentations by ENER-G8 and the UK gas regulator, OFGAS. The seminar will conclude with a panel discussion including speakers from the European Parliament, consumer organizations, trades unions, gas and electricity producers and regulatory bodies.
