On 23-25 June 1998, Ministers for the Environment from all over Europe will meet in the Danish city of Aarhus in order to discuss pan-European environmental cooperation between Eastern and Western Europe. Approximately 60 countries are expected to participate in this fourth meeting in the "Environment for Europe" process, taking place within the framework of the UN Economic Commission for Europe.

The conference content will be divided into three main groups: subjects for debate; subjects for signature, adoption or approval; and reporting. Subjects so far identified for debate include:

- Environmental problems in the NIS countries;
- Financing and economic instruments;
- Public participation and the NGO session;
- The future process for "Environment for Europe".

Subjects for signature, adoption and approval will include conventions, protocols and strategies which have been negotiated in advance by working groups. Six issues are expected to be addressed in this group: the Convention on Public Participation; protocols on transboundary air pollution (eg. NOx, POPs and heavy metals), European biodiversity and landscape strategy; the European Energy Conservation Initiative; and a plan for total phase-out of leaded petrol.

Reports on progress made in several key areas will be presented to the conference in the "Reporting" section. These will highlight the most significant results obtained through the "Environment for Europe" process, including, in particular, the environmental action plans developed under the Environmental Action Programme for Central and Eastern Europe. In addition, the European Environment Agency will present the most politically significant results from its work on the next "State of the Environment" report (otherwise known as the Dobris +3 Assessment).
