A European Electronic Conference on Land-Use and Land-Cover Change (LUCC) in Europe will take place over a period of four weeks from 21 November to 19 December 1997. The conference, organized by the Community's Environment and Climate programme and the LUCC International Project Office (IGBP-IHDP) is part of an ongoing consultation process aimed at contributing to the development of common agreed research and development perspectives in the field of LUCC.

The recognition of the importance of the territorial component in the development of political priorities has raised a growing interest for land cover and land use change processes. Recent policy developments at EU level have emphasized the importance of territorial and spatial planning issues. This has been highlighted in particular by the adoption, on 9 June 1997, of the "First official draft of the European Spatial Development Perspective" by EU Ministers responsible for spatial planning.

Several EU policies have a strong territorial component (environment, urban planning, transport, agriculture, tourism, ...). In this perspective, an improved knowledge of processes governing the changes in LUCC, as well as the impacts of these changes, is essential. The Environment and Climate programme has contributed to the progress of knowledge through research projects, concerted actions and also through a previous electronic conference on this topic, involving almost sevety researchers, organized in Spring of this year.

The forthcoming electronic conference will focus on more specific objectives, a primary objective being to adapt the rationale and methods of LUCC research, as defined in the IGBP-IHDP (International Geosphere Biosphere Programme - International Human Dimension Programme) LUCC Science Plan, to the specific and complex European reality. Another objective is to support the definition of requirements for consistent land use related research activities in the context of the EU's Environment and Climate programme. In particular, these research activities should be oriented to support the implementation of EU policies with a territorial dimension.

The conference will include participants from a wide range of sectors concerned by LUCC issues, including: key decision makers, international organizations, NGOs, representatives of Ministries, transport carriers and representatives from the private sector.
