Asia URBS programme - call for proposals
The European Commission has published a call for proposals for cooperative projects involving local authorities from the EU and countries in south and south-east Asia, under the Asia URBS programme. The aim is to encourage development cooperation at the level of cities, towns and local government. The programme will support projects of a socio-economic nature designed to address urban problems, essentially in any field under the responsibility of the local authorities concerned. Features of projects may include tackling problems common to several Asian cities, innovative and demonstrative nature of the proposals, exchange of experience and the involvement of social and economic groups and organisations representing local community interests. Themes covered by the programme will include urban management, urban development in fields such as equality and poverty alleviation, urban environment, waste and water management, and social infrastructure. The Asian countries eligible to participate are Bangladesh, Bhutan, Brunei Darussalam, Cambodia, India, Indonesia, Lao People's Democratic Republic, Malaysia, Maldives, Nepal, Pakistan, Philippines, Singapore, Sri Lanka, Thailand and Vietnam. In general, projects should involve at least two local governments in Europe and one in Asia. Any project should not usually involve more than five partners. Support may be granted for two types of projects. Proposals which are at an advanced state of planning may receive support up to a maximum of ECU 500,000 or 65% of the total cost of the project. Less advanced proposals may receive funding for a preliminary study, lasting not more than six months, up to a maximum of ECU 15,000 (or 65% of the costs).
