The European Parliament should approve European Commission proposals to enable Turkey to participate in the Youth for Europe and Socrates education programmes, German MEP Renate Heinisch (EPP) will be recommending during a plenary session, taking place on 24 February 1999. The MEP notes that the programmes to which these proposals relate are due to finish at the end of 1999 and the plan for Turkey's participation is unlikely to become a reality before the start of the programmes that are intended to replace them. She is stressing that this proposal gives a tangible sign of the European Union's willingness to develop sectoral cooperation with Turkey and allows the EU to embark upon a process of negotiations in anticipation of future genuine participation by Turkey in such programmes.
