The Commission of the European Communities submitted on 8 October 1990 a proposal (SEC(90) 1872) for a Council Decision on the conclusion by the EEC of an Agreement on trade and commercial and economic cooperation between the EEC and Euratom and Romania. This Agreement shall apply to trade in all products originating in the Community or in Romania, with the exception of products covered by the Treaty establishing the ECSC. It shall not affect the provisions of the existing Agreements on trade and textile products between the Community and Romania, nor of any such agreements subsequently concluded. Under the terms of the Agreement and in the light of their respective economic policies and objectives, the Contracting Parties shall make efforts to encourage and promote economic cooperation in areas of mutual interest, including industry and mining, agriculture, research, development, science and technology (including nuclear research), energy (including nuclear energy and nuclear safety), environmental protection, the management of natural resources, transport, tourism, telecommunications, vocational and management training, health, standards and statistics.
