Tighter controls on substances whose use results in depletion of the ozone layer may be enforced in the near future, following the publication of a Commission proposal for the conclusion on behalf of the EU of amendments to the Montreal Protocol on substances that deplete the ozone layer. The proposal, for a Council Decision, seeks approval for the third amendment to this legislation, agreed in September 1997. This is deemed necessary as recent evidence indicates that a higher degree of control of trade in ozone depleting substances is needed than is provided by the Montreal Protocol as amended in 1992.
