The Environment Directorate-General is commissioning a study on the fiscal measures related to the emission of carbon dioxide from cars. The two main strands of the study should gather information on relevant and comparable carbon dioxide taxes, and identify and assess appropriate measures that should be part of a reference framework for fiscal incentives. Existing data on the current fiscal systems in Member States should be updated, including experiences with already implemented carbon dioxide related fiscal frameworks. Input data for the modelling runs should be collected. The identification and assessment of appropriate measures is the main task of this study, and should focus on the potential effectiveness of these measures and the practical and legal consequences of an EU-wide system.
