On 12 December 1990 the Commission decided to establish an initiative in favour of regions which are poorly equipped with energy infrastructures (REGEN). The initiative will provide aid for the creation of regional infrastructures for the reception and transmission of natural gas and to speed the completion of Community-wide networks for the transmission of gas - and exceptionally electricity - via interconnections between peripheral regions and the rest of the Community. Loans and grants may be provided by the Community to finance proposed operational programmes submitted by Member States, with a total estimated contribution from the European Regional Development Fund (ERDF) of ECU 300 million over the period 1990-1993. Guidelines are set forth in the Official Journal.
