The Centre for Earth Observation of the Joint Research Centre has published an invitation to tender for "proof-of-concept" studies on earth observation applications. The Centre for Earth Observation (CEO) project of the European Commission aims to enhance the exchange of information and data between the users and service providers of earth observation (EO) data and services. Improvements in communication, accessibility and availability of data and services will provide a stimulus for European users to obtain greater benefits from EO data. The CEO project is currently in its pathfinder phase where user requirements are captured and the infrastructure (networks, databases, projects, etc.) of European entities is assessed. Methods of communication and service exchange are studied. In this framework, a set of actual and visible European projects dealing with EO applications will be investigated and assessed to model the key concepts and potential CEO issues. These models, called "proof-of-concept" studies, will support the CEO pathfinder requirements and design process. The CEO project will award contracts to support various application-oriented proof-of-concept studies. The applications could be within any relevant thematic domain. The applications proof-of-concept studies of interest for the CEO project will have the following characteristics: - Involve close cooperation with users of derived information; - Deal with the application of EO data, information and services within areas of interest to European institutions and organizations; - Deal with any application domain with either a scientific, public or commercial background; - Be in an advanced development or operational phase; - Actively seek to attract new users of EO data and/or package existing EO data as a new product or service attractive to a larger number of users; - Model potential techniques, services, interface or user applications of relevance for the CEO.
