The European Commission has published an amended proposal for a Council Decision implementing a programme of Community action to promote the competitiveness of European industry. The underlying concept of the proposal is that the competitiveness of European industry constitutes the basis for economic growth and the creation of jobs, and contributes towards economic and social cohesion. The aims of the action programme would be to: - Promote the intangible factors of competitiveness; - Modernize the industrial role of the public authorities, in order to free businesses (particularly SMEs) of all superfluous legal and administrative constraints; - Guarantee undistorted, fair competition both inside and outside; - Boost international cooperation. In particular, the programme will take into account the needs of the market within research policy and the rise of the Information Society, both of which will have a decisive effect on all of the industrial activities within the European Union.
