1995 consensus document on safety of European light-water reactors
In the context of the long-term strategy to harmonize safety requirements and criteria, the European Commission's Advisory Expert Group on Reactor Safety has published the 1995 consensus document on the safety of European light-water reactors (LWRs). Consensus documents stress the degree of harmonization achieved between practices and sets out the consensus reached by the Community. The present document, which supplements the earlier consensus document of 1988, is organized into three chapters: - Safety in operation: in-service inspection and maintenance, training of operations personnel, safety culture; - Source terms and realistic off-site consequences of design basis accidents; - Severe accident prevention, mitigation of potential consequences both for existing and future plants. Each chapter describes the extent to which harmonization has been achieved and whether further harmonization is necessary.
