The European Commission, DG IX, has launched a restricted call to tender for the provision of technical support services to the Commission. The services concerned will involve the provision of technical support for the development of specific projects or programmes, under the responsibility and supervision of Commission officials. These services could include: - Programme management; - Legal and technical assistance in the drafting of legislative texts; - Technical/financial analysis and evaluation of policies, programmes and projects managed or financed by the Commission; - Conducting general or sectoral economic studies or surveys; - Participation in external communication initiatives with respect to specific programmes. The services will be divided into the following lots: - Lot 1: Development cooperation; - Lot 2: Economic cooperation with third countries; - Lot 3: Agriculture; - Lot 4: Transport and infrastructure; - Lot 5: Energy; - Lot 6: Industrial policy, enterprise policy and competition; - Lot 7: Structural policies; - Lot 8: Customs and indirect taxation; - Lot 9: Internal market; - Lot 10: Financial services; - Lot 11: Information and communication; - Lot 12: Culture and audiovisual policy; - Lot 13: Environment; - Lot 14: Information technology and telecommunications; - Lot 15: Scientific research; - Lot 16: Economic research; - Lot 17: Evaluation of projects and financial management. Contracts will be concluded by means of a framework agreement, covering a maximum period of five years, with an annual value of between ECU 40 million and ECU 50 million. Framework agreements for technical support will be concluded for an initial period of one year, renewable for four one-year periods. Applicants may submit a tender for one, several or all the lots concerned. A maximum of 20 applicants will be invited to tender and will receive the tender documents after the evaluation of requests to participate.
