The Joint Research Centre of the European Commission has published a report on the first ten years of operation of the Major Accident Reporting System (MARS). The report, entitled "The experience with the Major Accident Reporting System from 1984 to 1993", provides an overview of the aims and structure of the system and its development over the first ten years of its existence. MARS was established, in 1982, by Directive EEC/501/82 on major accident hazards of certain industrial activities, also known as the "Seveso Directive". This Directive requires Member States to notify major accidents to the Commission, which then analyzes them and maintains a register (MARS) for the benefit of all Member States. A total of 178 accidents were reported and analyzed by the Joint Research Centre in the ten-year period covered by the report.
