The European Commission, DG XII, has published an invitation to tender for the provision of assistance in the evaluation of RTD projects completed within the framework of the Community's specific RTD programme in the field of Standards, Measurements and Testing (SMT). The contractor will be required to carry out, in collaboration with the Commission, the evaluation and analysis of RTD projects completed under the SMT programme. The work will be undertaken in three evaluation exercises (mid-1997, beginning 1998 and beginning 1999) of around 165 projects completed, respectively, in 1995 and 1996, in 1997 and in 1998. The evaluation will consist of assessing the results achieved by the projects, and their impact in terms of industrial applications, economic gains, social and environmental aspects, with the help of a set methodology. Various means of collecting the necessary information, such as telephone calls, mailing of questionnaires and visits to project partners, must be envisaged. The three evaluation exercises will each take place in four different batches: - Batch 1: Projects of pure R&D (new methods of measurement and testing or new instrumentation); - Batch 2: Projects on "Intercomparisons and for production of certified reference materials for the improvement of measurements"; - Batch 3: Projects of mixed composition (R&D and intercomparison or certification); - Batch 4: Computing the collected data; Statistical and socio-economic analysis of the collected data; Comparison with previously obtained data; Synthesis and recommendations to the Commission; Evaluation of the data within the third and fourth Framework Programmes.
