The Joint Research Centre of the European Commission (Environment Institute) has published a call for expressions of interest relating to the provision of technical support to the European Chemicals Bureau (ECB).

All institutes, organizations or companies wishing to be included on the list of potential contractors are invited to submit an application. The authorizing department will draw up a list of candidates who meet the specified criteria. Each time a specific contract is concluded, the authorizing department will send the specifications to all the candidates on the list, selected on the basis of special criteria for the contract concerned.

The list will be divided into sublists, each of which will correspond to one of the following fields:

- Classification and labelling of dangerous substances (Directive 67/548/EEC, as amended by 96/56/EEC, Annex I, II, III, IV and VI);
- Notification and risk assessment of new substances (Directive 67/548/EEC, as amended by 93/32/EEC, Article 17 and 18);
- Data submission and risk assessment of existing substances (Regulation EEC/793/93);
- Testing methods on dangerous substances (Directive 67/548/EEC as amended by 93/32/EEC, Annex V);
- Chemical identification of dangerous substances within the European Inventories of Dangerous Substances (EINECS, ELINCS);
- Import and export of dangerous substances (Regulation EEC/2455/92);
- Authorization for placing on the market of biocidal products (Biocide Directive under preparation).

Candidates interested in responding to this call for expressions of interest must demonstrate experience in preparing documents for meetings with representatives from all the Member States of the European Union, including the tasks associated with setting up the documents. Furthermore, the work includes preparation and/or revision of lists on chemicals associated with the directives, as well as the use of relevant existing data banks on the chemicals covered by the directives, translations of chemical names, CAS, etc.

In addition, the following experience is required:

- Field I: sound experience in the classification scheme (e.g. risk and safety phrases);
- Field II: sound experience in the notification scheme of new substances, keeping short deadlines;
- Field III: sound experience in the use of the IUCLID database;
- Field IV: sound experience in the creation and revision of testing methods, experience in cooperation with OECD;
- Field V: sound experience of the EINECS rules, familiarity with the on-line use of external chemical databases (CAS, etc.);
- Field VI: experience with the export/import notification scheme;
- Field VII: experience with databanks on biological active ingredients.

Candidates will be selected on the basis of their technical capacity and experience in the above fields. Candidates must specify which groups of services they are interested in.
