The European Commission, DG VII, has published an invitation to tender for a study concerning the development of a legal/certification framework for a satellite-based navigation and positioning network. The Directorate-General for Transport wishes to conclude a study contract to devise a legal/certification framework for a satellite-based navigation and positioning network in the framework of the global navigation satellite system (GNSS) programme. In order to fulfil safety requirements, the provision of a satellite-based navigation service must comply with the applicable legal and regulatory requirements. This process aims at demonstrating system compliance with technical and institutional criteria to ensure safety for navigation applications. The study is also aimed at identifying the liability implications of a global system. The study should be completed within 12 months.
