The European Commission, DG XII, has recently published the proceedings of a COST (European Cooperation in Scientific and Technical Research) workshop, held in Brussels in June 1996. The focus of this workshop was COST Action C3,which addresses the "diagnosis of urban infrastructure", and includes participants from Belgium, Denmark, France, Italy, Norway, Portugal, Sweden, Switzerland, Germany and the United Kingdom. The broad technical objectives for the action relating to water and waste water underground infrastructure involve two broad areas, including a strategy for diagnosis and the mechanics of degradation. The framework of the workshop recognized four key areas including: - Problem definition; - Information/data management; - Data acquisition; - Decision-making.
