D11 is a living document describing the dRural Ecosystem Development Methodology The first edition is based on relevant and available methods from literature and best practices from other similar projects Later editions incorporate the learnings and best practices from the activities in the four rural regions in the EU All consortium partners will review and contribute to it from their competences incorporating regional cultural differences where appropriate

1st delivery of dRural methodological framework for impact measurement (opens in new window)

The dRural methodological framework for impact measurement will be based on a desktop literature review and a first interaction with key rural stakeholders in alignment with WP1 activities The output is a selection of the most important value dimensions within the economic social human technical cultural and symbolic areas Each social value dimension is elaborated into a number of subdimensions that consider each regions unique characteristics and key priorities for rural development This first draft of the framework will be shared among the consortium to agree on open issues and deliver the first version of the framework

D1.3 is the concluding report on the final version of the dRural Ecosystem Development Methodology including the Governance Models as well as the lessons learnt, best practices, success stories, and prospects for further future proof developments

Local Internet Connectivity Report (opens in new window)

Terrestrial-only networks cannot ensure a proper access to Internet and other communication services in remote areas. Rural areas in particular face significant challenges when it comes to Internet connectivity. D4.1 will present the results of the study of the coverage of all connection technologies, both mobile operator technologies and other technologies (Wimax, FTTH, VDSL, etc. and Satellite) in order to obtain a region map of local coverage and speed Deliverable will also contain the technological options able to be deployed in the areas identified in the Demonstrators, as underservice. Although D-Rural will not deploy additional infrastructure or connectivity capability, the report will include the support to the local municipalities affected in order to be able to access to tap to external funding resources (at national (improvement of broadband networks) or EU level (CEF programme)) in order to improve their local Internet connectivity. Equally, local driven initiatives for the creation of local telecommunication cooperatives in those municipalities will be included in it

This deliverable will update D4.4 with the results and new functionalities and upgrades occurring in the Meta-platform gold release as well as its related contents

dRural Final Impact Measurement (opens in new window)

For the final impact measurement six interviews per demonstrator will be conducted before month 30 by the local partners to study to what extent the initial Solution requirements have been met and which barriers still exist, so to provide additional insights for advice on how to further strengthen the D-Rural solution or its local deployments. A final wave of surveys is conducted with key stakeholders (24+ per demonstrator). Extensive analytical work will quantify the indicator variations and extract data-driven conclusions, based on which the first Final Impact report will be drafted for review by the consortium partners. An on-line consortium meeting will expose learnings and conclusions after which the Final Impact deliverable is released.

The guidelines will be based on feedback from the regional demonstrators and the mirror regions on their experience implementing the dRural solution. The report will aim to have user friendly format and content giving all information needed for relevant stakeholders to implement the dRural solution.

This report summarises (i) the need for training and competencies needed by the different users and stakeholders, (ii) the existing and available material, and (iii) material produced by dRural. Moreover, instructions on how to use the material available in the MOOC will be attached in the appendix.

Deployment Planning (opens in new window)

dRural Deployment Planning includes the major tasks and timelines for implementing the solution into production The document based on the specific Use Cases defined will provide the Demonstration Plan for dRural describing how the project demonstrators will be organised providing the general background of the demonstration activities and describing who the stakeholders are and how they are concerned by the scope of demonstration their needs current problems and their involvement as well as their work share and responsibilities In summary the plan will provide a detailed schedule of events persons responsible and event dependencies required to ensure successful cutover to the new service

D12 presents the Governance model that will be incorporated in the dRural Ecosystem Development Methodology The Governance will guide on how to expand the initial ecosystem how to broker and mediate among stakeholder types and the procedures to the resolution of conflicts among others A consensus online meeting will be organized to agree on the Governance model before incorporating it into the Methodology

dRural Baseline Impact Measurement report (opens in new window)

A first wave of surveys is conducted with key stakeholders (24+ per demonstrator) to gauge the Framework indicators at its baseline level. A Balanced Scorecard is also created for all local partners and a selection of at least 6 regional organizations per demonstrator. A first Baseline report will be shared with the consortium partners for review. Next, an on-line consortium meeting will expose learnings and conclusions, after which the Baseline deliverable is then released

Report on deployment of Meta-Platform MVP release (opens in new window)

This deliverable will detail the needed adaptation and customizations of each of the Meta-Platform releases in WP3 to the local characteristics of the Demonstrators (culture, demographics, language, currency,). This will include from translation and branding activities to ensuring compliance with the local, national and regional regulations as well as overseeing that the legal contracts and agreements are in place with the local existing platforms and service providers. This task will also cover the related activities of personalization and recommendation from D-Rural platform adapted to the local characteristics and making use of the AI tools provided by dRural Platform. Then it will report on the Meta-platform local deployment and associated services aspects, in the specific infrastructure facility of each of the local demonstrators. It will ensure the integration with the existing platforms of local services and data and IoT networks (with particular emphasis on the interoperability issue), ensuring the coherence, integrity and security of the services data flows and readying each platform release for its actual use by the local end-usersFinally it will describe the training material provided (including MOOC tools), aiming to help dRural Users (regional final end-users and developers and business service providers) in the use of D-Rural platform. Equally, training activities aiming at improving (through the use of dRural platform), the professional level of technical and managerial personnel of demonstrators, public institutions and companies involved in dRural,will be also detailed.

Mirror Regions Deployment Support (opens in new window)

This deliverable will describe the activities/actions done by supporting the regions (other than the demonstrators partners), joining dRural through its Open Call. The regions play an instrumental role in dRural that, by providing assistance to other regions selected through the dRural Open Call, aspires to join new regions (besides the partners ones acting as demonstrators) helping them to benefit from dRural strategy and services and to facilitate their use beyond the execution of the dRural project. Mirroring Regions support will be a cross-sectorial collaboration with a view to flourish economy activities in each of the joining regions.
