D2.4 Academic working paper(s) for conceptual framing of Tran-sition Super-Labs (opens in new window)

RUB will write (at least) two academic working papers to develop and strengthen the conceptual framing of Transition Super Labs in academic discourse.

D5.2 Framework for Super-Labs Assessment – version 2 (opens in new window)

This Deliverable will consist of a second and final version of the documentation protruding to the assessment framework that will define the methodologies, techniques and success parameters for assessing operation of TSLs and achievement of expected impacts they will have to the community. The development of the assessment framework focuses especially on the following points: (1) planning for possible difficulties in the regions’ transition processes; (2) defining a set of KPIs; analysing assessment methodologies for the TSL’s criterion assessments; (3) implementing methodologies; (4) reviewing and integrating results from the implementation phase and drawing useful conclusions on efficient operation of TSLs in the preselected regions of transition.

D3.1 Recommendations for Transition Super-Lab coalitions building, empowering of vulnerable and marginalised groups, and vision process (BMR) (opens in new window)

This Deliverable will include clear recommendations regarding the building of coalitions the empowering of vulnerable and marginalised groups and communities and the vision finding process for the TRANSFORMER Labs

D6.5 TRANSFORMER Exploitation Plan (opens in new window)

This Deliverable will (1) assess the exploitation potential of the Super-Lab solutions, (2) identify strategic, operational, financial and legal bottlenecks that could influence market exploitation, (3) provide results, learnings and recommendations for overcoming them, and (4) propose strategies for scaling up and uptake. The dissemination of these results and key findings will be through all communication channels outlined: website, online media, partners and stakeholders, and a series of online conversation-led podcasts, each dedicated to one sub-part of the Exploitation Plan.

D2.1 Summary of data collection on TSL predecessors (opens in new window)

This Deliverable will include a database of projects and structures that may be seen as precursors of SuperLabs in the EU and beyond to feed into the TRANSFORMER project as guiding knowledge and real world experience

D5.4 Guidelines for Super-Labs tools utilisation (opens in new window)

Based on a substantial evaluation of the usability, validity and adaptability of the tools, this Deliverable will provide guidelines for Super-Labs supporting tools utilisation. This evaluation will be based on the answers to the questions about how efficient the selected tools are for achieving the region transition in terms of governance and decision-making processes as well as about the tool’s ability to be adjusted to different future conditions ensuring the resilience and scalability of the solutions.

D4.1 Super-Lab Roadmap - version 1 (opens in new window)

This Deliverable will consist of a first version blueprint for a SuperLab Roadmap based on the intermediary results and learnings of the first 12 month of the TRANSFORMER project Lessons learned from the participating TSLs WP3 and beyond via a User Forum WP6 will be integrated into its development

D3.2 Definition of Transition Super-Lab use cases (opens in new window)

This Deliverable will document the monitoring of TSLs partners on cocreation and codesign pilot use cases for their labs which will be implemented ensuring the application of the integrative open innovation process for the use case solutions demonstration

D3.4 Transition Super-Labs' Lessons Learned (opens in new window)

This Deliverable will document an internal process evaluation and experience exchange format (key stakeholder interviews & workshops) deriving lessons learned along the development phases of the TSL (see also task 4.1 for phases) analysing the context, barriers and framework conditions that influenced the set-up of the TSL and their cross-sectoral open innovation approach.

D2.3 Regional SWOT analyses as feasibility studies to be used as evidence-base in decision-making for roadmap construc-tion (opens in new window)

This Deliverable will develop an appropriate mix of methods (e.g. focus groups, expert interviews, document analysis) to generate data about the Super-Labs and apply this methodology in tandem with the task partners. Following a harmonised approach that allows for interregional comparisons, this data will be integrated in the form of regional SWOT analyses and made available to the stakeholders in the four TRANSFORMER Super-Labs. Important aspects will be: risks and benefits of different solutions, financial feasibility, key transformation challenges, innovative potential, available strategies, potential networks, social implications (assessment of needs and preferences of those groups most affected and vulnerable, questions of social resistance), and aspects of diversity (including gender).

D5.3 Best practices and recommendations for Super-Labs opera-tion towards the region transition (opens in new window)

This Deliverable will document best practices and recommendations for the Super-Labs operation working towards the regions transition to climate neutrality. The recommendations will be based on the impact evaluation undertaken as part of Task 5.2, focusing on the achievement of the specific needs of the regions that will be examined using KPIs and techniques of the assessment framework. Special attention will be paid to (1) the improvement of the operational readiness of the pilot actions and (2) the level of fulfilment of the regional needs and priorities through pilot outcomes. Best practice cases will be presented as examples for future TSLs.

D2.2 Quantitative mapping research report (opens in new window)

This Deliverable will include a mapping of EU regions and identify those that would benefit the most from the TRANSFORMER SuperLab approach which focuses especially on innovationleverage points at the intersection of sociotechnical regimes in regions

This Deliverable will consist of a second and final version blueprint for a Super-Lab Roadmap. It will be developed by expanding and reworking the first version of this Deliverable including all relevant achievements and results made in the TRANSFORMER project from month 12 to 24. Thus, this Deliverable is based on an iterative learning process, where lessons learned from the participating TSLs (WP3) and beyond via a “User Forum” (WP6) will be integrated.

The Data Management Plan to the granting authority in accordance with the Grant Agreement, which summarises how the project will ensure open access to research data and will secure usage of personal data according to EU and national laws.

D3.3 Transition Super-Lab Action Plan (APs per TSL as Annex) (opens in new window)

This Deliverable will document mission- and scenario(s)-oriented measure planning, incl. defining roles and responsibilities of coalition members, internal and external communication planning, measures for access to and availability of TSL equipment and infrastructure, identifying co-created values/potential impacts for all measures, and for developing business models and financing/funding schemes (based on consultation on green innovation procurement, available financing and funding programmes, etc.) and for the uptake and scalability of the TSL measures. Each TSL will develop an Action Plan, which will be reviewed by both partners (cross-TSL, knowledge partners) and external stakeholders, e.g. ZENIT, EIB, World Bank.

D6.4 TRANSFORMER capacity building activity report (opens in new window)

This Deliverable will consist of the Capacity Building Plan and a modular package of capacity building tools and methodologies, based on a comprehensive capacity and training needs assessment (TNA) of transition and innovation potential in the four partner regions (Target Group A). With a blend of on-site, online and hybrid trainings, workshops, webinars, study tours, e-learning courses, and peer-to-peer exchanges, Target Group A will be trained and equipped to engage as experts in the knowledge transfer exercise with a wider group of stakeholders, with an explicit focus on integrating marginalised communities, (Target Group B) that can make TSL thrive and push innovation at regional level forward, and with other (follower) regions across Europe (Target Group C).

D4.4 Knowledge Hub (opens in new window)

This Deliverable will consist of a Knowledge Hub. The Knowledge Hub will include a collection of knowledge items from both external sources (other projects/initiatives/open innovation community) and the involved Super-Labs (validated within the pilot process) that will be structured along the phases and elements of the TSL blueprint/roadmap process to guide users through the hub. The items will be composed of material on how to integrate TSL of different domains into a unique initiative, how to coordinate their efforts/experiments and how to drive their results into actionable outputs supporting policy decisions to achieve climate neutrality. It will operate as a wise-advisory tool supporting cities/regions in evolving their domain-based innovation infrastructures into multi-domain TSLs.

D4.3 Toolkits (incl. matchmaking system) for Transition Super-Lab Roadmap Implementation (opens in new window)

This Deliverable will consist of a blueprint for a Super-Lab Roadmap based on an iterative learning process. Lessons learned from the participating TSLs (WP3) and beyond via a “User Forum” (WP6) will be integrated into its development. A first version will be developed in month 12, a second version in month 24.
