Objective
Lack of up-to-date information and knowledge of the farmer communities on CAP (Common Agriculture Policy), mainly in the less favoured regions of the new Member States, may become a crucial failure factor of the community-wide policy deployment with envisaged continuous reforms in the future (modulation). The scope of eFamer is to demonstrate how this information gap can be avoided by introducing two core services within the V4 Member States (Poland, Hungary, Czech Republic, Slovakia):
Rebounding and restructuring public rural-aid related CAP content on community and country levels into a structured multilingual knowledge-base. This dedicated CAP content is an essential input for the second core service.
Introducing Internet services for efficient compilation and submission of the SAPS (Single Area Payment Scheme) and national top-up claims - a common scheme for the new Member States.
The project will also contribute to the social inclusion process in new EU Member States, the IT awareness in rural areas of the V-4 members and last but not least to the achievement of Millennium Development Goals in the region and their future possible outreach in the framework of cross border co-operation.
