Accompanying measure to assist technology transfer of Eu biomass / biomass waste utilisation technologies to China

Objective

China is one of the world's highest emitters of carbon dioxide, as a consequence of its heavy dependence on fossil fuels. Current rates of growth in the Chinese economy are accompanied by an increased demand for power, with much of the new requirement being met by coal-fired power plant, adding to overall carbon dioxide levels. With the increasing urgency to meet Kyoto targets for the reduction of trans-national greenhouse gases, the role of carbon-dioxide-neutral fuels such as biomass is critical.

The primary objective of the proposed Accompanying Measure is to quantify the potential for transferring EU technologies to China for the increased utilisation of biomass and biomass-derived waste materials. This would directly aid the competitiveness of European industry in the Chinese market, and help to stabilise levels of trans-national greenhouse gases.
