Marine Overlays on Topography for Annex II Valuation and Exploitation

Objective

In the FP6 work programme, the GMES component of the Space priority is to develop synergies between existing information services and technologies, including interoperability of data processing and delivery systems. MOTIIVE addresses harmonisation requirements between the INSPIRE core data component elevation (terrestrial, bathymetric and coastal) and INSPIRE marine thematic data for sea regions, oceanic spatial features and coastal zone management areas. The proposal stresses analysis of the cost-benefit implied by strong harmonisation between core and thematic INSPIRE data, while fulfilling the infrastructure requirements of the GMES Ocean and Marine Applications theme, already being determined by GMES Service Element (GSE) pilot projects. MOTIIVE partners are actively involved in marine related information projects as data providers or users, and in interoperability standardisation activities, with specific OGC (Open GIS Consortium) experience. They participate in three GSE pilot projects, in RTD projects concerning data interoperability in the marine environments (ARION, COASTMON, COASTBASE, EUROSION, HIPOCAS, MARSAIS, DISMAR, MarineXML), implementation of the EC Water Framework Directive and ICZM Recommendation, plus international programmes such as EuroGOOS. Deliverables from MOTIIVE include proposals for a global marine ontology, a marine data model and feature catalogue, plus a tested business case to create an OGC Working Group to formalize the results of the project on completion.
