STakeholders in Risk Communications

Objective

The STARC proposal aims to promote co-ordination of national approaches on risk communication and to propose initiatives for involving all stakeholders and civil society in a more dynamic risk governance culture, as called for in the Work Programme. Our ob jectives are in line with the Science and Society Action Plan which, inter alia, says the EU must profit from information and good practice across and beyond the continent. Specifically, the project examines the dimensions of risk communications and the ex tent to which the EU 25 have risk communications plans at the national level and within specific risk domains (e.g. natural and/or man-made, accidental and/or deliberate). The project examines the role and place of risk communications in the risk manageme nt process, policy-making and decision-making, and how stakeholders and those interested in or affected by risks should be able to participate in the decision-making process. It identifies the role of policy-makers, risk managers, the media, NGOs, the priv ate sector and others in the development of a more dynamic risk culture. It sets out the features of best practice in risk communications and ways of promoting co-ordination of national approaches towards risk communications, both within and among countrie s. As a result of our research and analysis, the project will draw conclusions and make recommendations to the European Commission and the Member States. The project primarily involves desk research and contacts with representatives from the EU 25 and sele cted other countries as well as selected industries. The project also makes provision for a workshop for those involved in risk communications in order to discuss and consider the projects findings, analysis and recommendations, and especially the feasibil ity of implementing our recommendations. Various other dissemination activities are included in the project plan.
