Objective
This project brings together some of Europe leading innovative regions who have been involved in various levels of regional innovation strategy development for over 15 years. Partners offer geographical and economic complementaries and have a track record of EU project development, impact assessment and a culture of benchmarking embedded into their respective innovation organisations. The project objectives : To use benchmarking as a tool to stimulate innovation and technology policies, To support regional innovation systems through improved consensus building and impact assessment tools, To develop a continuous supply side mechanism to detect, measure and satisfy expressed need of beneficiaries,To adapt innovation strategies to the regional environment, developing sustainable policies, To allow inter-regional comparisons on the basis of comparable qualitative and quantitative indicators,To build interregional innovation system networks and to encourage healthy competition between regions. Given the experience of the partners the project methodology proposed is one that reflects the full diversity of the Regional Innovation Strategy process. This approach will allow all major elements of the EU RIS methodology to be evaluated, tested and assessed. Eight major thematic areas have been identified, they include RTD coordination, supporting SMEs access to knowledge sources and technology transfer activities, detection of innovation activities, technology audits, spin offs, financial instruments, cluster policies and market intelligence.The partnership aims to invest heavily in transnational coordination and dissemination activities and will establish a transnational steering group to ensure senior political and policy makers make a direct contribution to the success of this project. This will ensure that recommendations are implemented and that results and policy tools are made available to key policy movers and shakers.
