Objective
Trøndelag, with 2 counties North and South Trøndelag is a sparsely populated region with high-level technological resources mainly concentrated in Trondheim (National Technological University and SINTEF, a national R&D institution), and rural areas with restructuring needs.
It faces challenges that the RIS exercise is intended to address: limited cooperation between actors; low level of entrepreneurship (public sector and employees culture); agriculture and agro-food dominated by large co-operatives; higher education and R&D institutions in need of developing stronger links with industry, while the potential is high, in particular in the field of mechanical/industrial engineering and energy.
The only partner is East Lombardy. 4 Provinces of East Lombardy decided in 1998 to start together a RITTS. They succeeded in bringing different kinds of actors together (tavoli di concertazione) and developing methods and instruments for tapping high-level strategic resources from the Milan area (external to them). Bergamo and Brescia have an excellent experience in the field of mechanical/industrial engineering, Cremona and Bergamo are supporting regional-branded foodstuffs in connection with agro-tourism, Mantova is involved in supporting renewable energies. RIS Trøndelag, with support of RITTS East Lombardy main actors, will build synergies between key organisations and enterprises (SMEs), foster a culture of entrepreneurship, help to bring ideas to the market, support innovation in the agro-food, energy and engineering sectors with pilot projects. Agro-food is targeted for developing business opportunities between the 2 regions.
Partnership between Trøndelag and East Lombardy is particularly appropriate at methodological, strategic, and sectoral level. East Lombardy is in a position to bring expertise to and exchange experience with Trøndelag and both regions will develop a mutual learning process in assessing innovation support policies and schemes.
