Feasibility Study for Coordination of National Cancer Research Activities

Objective

A key issue remains how effective coordination of Cancer Research in Europe can see the European Union (EU) benefit from the advantage of scale which its population provides. Cancer research in the EU is fragmented and frequently duplicative. Resources are wasted and implementation of closer cooperation to develop a strategy for Cancer Research by the Member States would clearly be cost-efficient and hasten the development of major advances and their delivery to the population. Barriers to collaboration in cancer research need to be identified and ways sought to encourage the development of collaborations in the Member States.The proposed SSA will be the largest consultation conducted in the EU. It will involve representatives from a wide range of scientifi c and management disciplines. Based on an overview of cancer research, objectives of the SSA will be to define existing needs, to identify fields and research topics where lack of coordination is particularly detrimental for progress of knowledge and quali ty of care, to identify potential benefits and added value of coordination initiatives and to address their feasibility. It will explore possibilities to address issues of coordination of Cancer Research in Europe, and the suitability of the various suppor t schemes available, including Article 169 of the Treaty. A Scientific Committee will coordinate the SSA. Working Parties will be established and charged with a specific Work Package. The SC will analyse the reports generated to identify common resources to optimize the best way forward, to determine priorities for inter- and intra-disciplinary cancer research in Europe, and to integrate the ideas into a common strategic document. The SSA will make recommendations for cancer research in the EU including id entifying priorities for the 7th Framework Programme. These will then be widely circulated throughout Europe prior to finalisation by the SC and submission to the European Commission.
