ACARE Goals Progress Evaluation

Objectif

ACARE (the Advisory Council for Aeronautics Research in Europe) adopted a list of priority objectives for its future. One of them is to measure progress towards Vision 2020 goals. The AGAPE project will be the logical continuation of a work package of the ASTERA 3 support action, aiming at the definition of the methodology that will enable periodical quantitative evaluation of the progress being achieved by European R&T activity towards the ACARE goals as defined in the Strategic Research Agenda (SRA). AGAPE will perform the actual measurement. Given the plan of ACARE to have a third edition of the SRA ready in 2012, an updated Vision will have to be prepared around 2010, therefore a first round of goal measurements is necessary in the 2008-9 timeframe. In essence the AGAPE project will verify whether the current and planned R&T activities are meeting an ambition which is in line with SRA, possibly even setting targets for new or revised ambitions beyond 2020. Primarily, EU-funded projects in FP5 and FP6 and – where available – national programmes will be used as the baseline for the analysis. The approach will involve teams of experts in different disciplines who will analyse bottom-up the ongoing aeronautical research, checking individual research projects and mapping them against the framework of the SRA-1. This process will enable ACARE to understand whether the research work is aligned to the solutions proposed in SRA-1 and to make a first assessment of the potential contribution to the relevant goal(s). It will be important to check also if work is taking place on solutions which were not listed in the SRA. The task will involve an understanding of the interface situations to highlight synergies across goals. Special attention will be paid to implementation issues which influence the deployment of technology. The output of the AGAPE project will be used for several purposes but the prime ones to consider are: 1) To provide ACARE with information to allow consideration of next steps (including a future edition of the SRA) 2) To provide information to assess / reassess priorities 3) To contribute to the definition of new research policy objectives; and 4) To provide information to demonstrate the benefits of ACARE’s SRA approach
