NOEMIE was developed to improve the reuse of data across existing large data sets to allow users to make more informed decisions. It is both a methodology and a software toolset for the automated reuse of industrial information. As well as leading-edge database technologies, some business process reengineering techniques are employed. NOEMIE is based on the integrated use of two technologies: case based reasoning (CBR) and data mining (DM). CBR enables retrieval of relevant data by comparing the user's current data requirements with previous needs or cases. These cases are stored in an experience database, together with the necessary hierarchies and decision rules for processing the data. Information mined from several databases is fed into a knowledge database. The data selections, aggregations and abstractions obtained through DM are then formatted into a CBR format which can be added to the user's profile. This profile will be compared to the next request for information and the next packet of data will be mined. Together, CBR and DM combine the scattered and hidden raw data in the existing databases according to the users' needs. The integration of these two technologies provides a technically innovative solution for accessing legacy databases.
