Objective
Today, Public Administrations and Public Utilities are permanently under the public opinion judgement for their difficulty in satisfying the citizens' needs, giving them "effective" services. Public Administrations' operational processes are frequently hidden, not optimised or even clearly defined. In this situation, the introduction of new processes can also introduce further conflicts and costs.
Today, we have effective techniques for improving business performance and making the organizations more effective and customer-oriented: Business Process Re-engineering practice and state-of-the-art Information Technology infrastructures.
Unfortunately, past experiences have showed that, while BPR succeed in facing the organizational facet, the lack of an enabling IT layer, threatens the final results. On the other hand, even huge investments in IT are doomed to fail, if the involved organization didn't change the underlying inefficient business processes. In addition, for a customer is usually more expensive to deploy a re-engineering project involving both BPR and information systems development, buying the two consultancy in a separate way.
In this project, Etnoteam, pdv and Roland Berger & Partner aim to develop "one-stop-shop" for BPR + IT integrated solutions, specifically suited for public Administration Domain. This joint framework is developed and experimented within two of the larger European local administrations; the city of Rome and the city of Frankfurt am Main.
The two consulting providers participate to this consortium, address this issue through a joint effort in homogenating their respective 'technologies' and approaches. The aimed seamless BPR + IT framework, will focus on:
- Improving the BPR practice in a perspective modularity and reusability, thanks to the introduction of IT modeling paradigms (among all Object Oriented Technology as one of the main options).
- A process/methodology integrating the BPR practice with the IT design and development activity.
- A Legacy System Integration roadmap, for driving that planning of Legacy System migration
On the other hand, the end-users of this consortium, have the chances to experiment this innovative PA-oriented approach, in two pilot areas : the real estate management, in Frankfurt, and the interconnection between the Public Administration and a related Public Utility, in Rome. The end-users expect to reuse the results of this project in further improvement initiatives.
