PEP-NET Networking for better eParticipation
There are many promising eParticipation efforts active in Europe, but they suffer from fragmentation and a lack of interaction and cooperation. PEP-NET will try to overcome these problems and build a European network of all stakeholders active in the field of eParticipation. PEP-NET includes public bodies, solution providers and citizen organizations as well as researchers and scientists. The network is open to all organizations willing and actively trying to advance the idea and use of eParticipation in Europe.
The main objective of this project is to achieve critical mass for the establishment of a Pan European eParticipation Network (PEP-NET). Such a network will act as a repository and disseminator of good practice and exchange of experience, and be a visible resource for all interested parties across the European Union.
PEP-NET will ensure wider access to European eParticipation projects and permit more effective dialogue between eParticipation experts, researchers, practitioners, public administrations, civil society organisations and the interested public with the ultimate goal of facilitating knowledge transfer, encouraging further eParticipation trials and establishing European leadership in this field. To do so, PEP-NET will seek to showcase participatory technologies “in action” by leveraging the full potential of popular Web 2.0 and 3.0 tools.
Electronic media and communication technologies have changed the face of modern society, including relations between citizens, public administrations, elected politicians and civil society at large. However, the democratic promise of the Internet remains unfulfilled in Europe. eParticipation provides a means of raising the level of citizen participation in political debate and reinvigorating the democratic process, but pioneering eDemocracy work is often fragmented and not easily available to others.The proposed three-year project aims to connect established and experienced eParticipation players and networks, to act as a repository and disseminator of good practice and exchange of experience, and be a visible resource for interested parties across the EU. It thus matches the objectives in the ICT PSP work programme of learning from experience and fostering local and regional eParticipation deployment.PEP-NET will pursue its goal of a viable pan-European eParticipation network by means of regular project meetings and workshops, an open community on epractice.eu resource databases on epractice.eu and e-participation.net a European eParticipation weblog and newsletter, online public consultations and contributions to eParticipation conferences.PEP-NET's founding consortium comprises 20 participants from 12 EU Member States and covers all relevant eParticipation stakeholder groups: public administrations; third sector NGOs and citizens' networks; solution-providers and consultants; scientists and researchers. Its make-up also balances those experienced in eParticipation or with knowledge and services to offer and those who are less experienced but interested in applying eParticipation or looking for support.Ultimately PEP-NET aims to establish nodes in all EU Member States, support the emergence of an eParticipation market linking supply and demand, and increase the availability of innovative ICT-based solutions and applications for public participation.
