The Impact of CAP Reform on the Employment Levels in Rural Areas

Objective

The proposed project will provide EU policy makers with information, data, indicators, quantitative instruments as well as empirical expertise (synthetic reports, briefing notes, etc.) on the analysis of structural and employment effects of CAP reform and rural development measures. Specifically, the purpose is to offer detailed information (datasets, economic transactions), to provide an objective assessment on key features of rural areas (employment and income levels) and to deliver tools for simulating the effects of changes on both the CAP and the rural development schemes. This is achieved by combining discrete scientific methodologies in selected EU rural regions to build up an integrate framework of analysis. The expected outputs include: (a) a critical review of CAP reform and its effects on employment in rural regions; (b) a detailed review of instruments available of assessment of CAP reform; (c) an original modeling tool to simulate the impact of CAP reform on farm incomes, crop mix and employment changes; (d) a set of detailed hybrid input-output tables that describe the economic structure of selected rural areas around the EU to cast the overall changes in employment; (e) an analysis of the effects of CAP reform on farmer's economic performance; (f) an assessment of the recent CAP reform from the rural stakeholders point of view; (g) a set of recommendations to Commission regarding probable initiatives to be taken to stimulate employment in future CAP reforms.
