Final Report Summary - TECFORLIFE (Assistive technology cluster for quality of life)
Executive summary:
European ageing population has placed new demands on family units and raises pressing questions about the efficiency and management of care and support technologies and services for dependent people. Assistive technologies will play a key role in social inclusion, independence and autonomy of elderly people and disabled people, transforming the research activities in assistive technologies in the real solution to everyday life people in real conditions.
The creation of the assistive technologies cluster in the city of Donostia - San Sebastián aims to coordinate Research and technological development (RTD) and innovation efforts of the stakeholders working in the sector: local public administration, research centres with high expertise in assistive technologies, companies investing and commercialising assistive technologies and final users.
The situation at a local level presented some key barriers to be solved:
- lack of coordination among RTD and innovation stakeholders;
- lack of innovation on assistive technology market that has not changed much over the last 30 years.
The main result of the project is the implementation plan consisting on a roadmap for the final creation of the assistive technology cluster of San Sebastian. After having an overall view on the initiatives boosted from the public administrations and on the evolution of the assistive technology market, the local economic and RTD potentialities of San Sebastian are analysed in order to objectively assess the San Sebastian opportunities for the successful creation of the cluster. All the local stakeholders around the cluster have been mobilised in order to jointly agree, contrast and validate the cluster research agenda and the implementation plan.
Project context and objectives:
The creation of the assistive technology cluster of San Sebastián is going to coordinate RTD and innovation efforts of stakeholders working in the sector, from local public administration, research centres with high expertise in assistive technologies, companies investing and commercialising assistive technologies and final users that increasingly demand these technologies to improve the dependent people care.
The objective of the project is in line with the topic 'Facilitating the emergence of new regional research driven clusters and mutual exchange of information', whose main aim is to foster seed-beds to create new regional research-driven clusters of the basis of support from the public and private sectors:
To ensure the achievement of the proposed objectives, the project is structured in 9 Work package (WP)s:
- The mentoring of European Union (EU) experts in assistive technologies along all the project duration has been envisaged under WP1, for ensuring that the key documents developed under the project will be relevant, consistent and with high impact.
-WP2 and WP3 will consider the framework in which assistive technology sector has developed with the objective of having an overall view on the initiatives boosted from the public administrations and on the evolution of the assistive technology market.
- WP4 analyses the local economic and RTD potentiality of San Sebastián in order to objectively assess the San Sebastián opportunities for the successful creation of the cluster.
- The focus of WP5 is to mobilise all the local stakeholders around the cluster creation in order to extract jointly agreed, contrasted and validated the cluster research agenda and implementation plan that will elaborated in parallel respectively in WP6 and WP7.
- WP8 will focus on the dissemination of the results achieved in the project and WP8 will ensure the correct management of the project and the monitoring of the progress.
The main expected result of the project has been the implementation plan that will be the roadmap for the final creation of the assistive technology cluster of San Sebastián.
Project objectives
TECFORLIFE is a seventh framework programme project with the general objective of setting the basis for the creation of a new research driven cluster on assistive technologies in San Sebastián (Basque Country) to improve the coordination of the local stakeholders working in the field and maximise the efforts and existing infrastructures for improving socio-economic development and strengthen the RTD and innovation capacity of the city, and also acting as facilitator and catalyst at regional level.
The strategic objectives that will ensure the achievements of the general aim of the project are to:
- coordinate the RTD and innovation efforts of the local stakeholders working around the assistive technologies sector;
- align the assistive technology RTD strategy of San Sebastián with the European, national and regional plans and programmes;
- increase the social and economic development at local and regional level by means of promoting the assistive technology research driven cluster and the activities associated to it;
- increase the knowledge and experience sharing with other European clusters working in health and dependency;
- establish a local partnership for cooperation and exchange of experiences among the different stakeholders working in the assistive technologies sector for establishing a common vision and strategy;
- increase the capacity of public administrations to boost the assistive technology clusters at local level in the medium and longer term.
The operative objectives are to:
- have a better knowledge on the current situation of the assistive technology market and the public policies and initiatives developed in support of assistive technologies sector and dependency;
- develop a detailed analysis on the research, development and innovation (RDI) potentialities of San Sebastian;
- mobilise all the local stakeholders working in assistive technologies in order to contribute to the definition of a detailed research agenda for the cluster and the practical implementation plan with the detailed roadmap of activities to drive RTD development activities defined in the research agenda;
- develop the implementation plan of the assistive technology cluster with the support of the stakeholders participating in the working groups;
- disseminate the results achieved in the project to the different stakeholders at different levels (local / regional / national / European), in order to get them involved in all the activities for the creation of assistive technology cluster of San Sebastian.
Final results
The main result of the project has been the implementation plan that constitutes the roadmap for the final creation of the assistive technology cluster of San Sebastián. In addition, a working group has been created with the main assistive technology stakeholders who will continue to cooperate with the assistive technology cluster of San Sebastian.
The results in the medium / long term, but not cuantificables at the moment of the end of the project could be:
- Employment creation: the assistive living sector will be one of the most important ones in the EU in the coming years in terms of employment creation.
- Regional cooperation links among stakeholders: the valorisation of the experiences gained by the different expert stakeholders in assistive technologies will increase their collaboration capacities and therefore the competitiveness in the region.
- Economic development and competitiveness of the city: through the creation of employment and the increase of the economic activity.
Activities and milestones

- analysis of policies in support of the assistive sector;
- analysis of the current situation of assistive technologies; and

Potential impact:
The specific results achieved at the end of the project have been:
- mobilisation of all the local stakeholders working in the assistive technologies sector;
- cooperation links and agreements among local stakeholders working in assistive technologies in the city of San Sebastián;
- experiences in assistive technologies or health clusters on assistive technologies in the city of San Sebastián;
- implementation plan with practical guidelines on the activities to be carried out in the next future to develop the cluster research agenda;
- dissemination of the experience gained in setting up an assistive technology cluster to local, national and European stakeholders.
It is too early to measure the economic impact that the creation of the cluster will have. However, the Strategic Research Agenda (SRA) for the local cluster aims to prioritise research and development efforts in some selected areas and promotes cross-fertilisation among all stakeholders of the cluster. The SRA has been orchestrated by the project partners with an intensive participation of all the local stakeholders in the assistive technology sector, through gathering their suggestions and comments on the most promising research areas for assistive technologies.
The identified research areas are the following:
- Telecare: the use of novel technologies for care applications, in particular tele-monitoring, support to caregivers and personal safety and security applications.
- Accessibility: offer the rights to all the persons to access services, spaces and products with special focus on public transport, outdoor spaces, public / private buildings and public services.
- Ageing: the role of assistive technology to improve the quality of life in chronic diseases; the role of AT to fill the gap in family / work conciliation; the potential assistive technology users in oldest old; ageing and public transport; and improving attention and reducing costs in health care.
- Evidence-based policy making: provide the policy makers the high quality input to design the best quality policies.
- Mobility: local opportunities with two main strategic projects: the first one centred around the development of the electric car and the second one, the creation of the institute for research and knowledge on the train of the future.
- Independent living: research on community based living environments and how they can be organized; research on the delivery of community-based services; analysis of the costs and benefits of support systems for independent living.
- Public services management models: research on new management models to make responsible use of available economic resources.
The creation of the cluster could have an economic impact in the above mentioned areas.
