CONDOR improves the co-ordination of activities in construction processes, improving document quality and consistency across and throughout ongoing projects and increases accessibility of project information to all participants in the process, especially medium-sized enterprises. CONDOR provides a large range of industrial areas, especially the construction industry, with an innovative infrastructure for distributing information and achieving co-operative work between heterogeneous electronic document management software packages while ensuring document consistency throughout ongoing projects. CONDOR also proposes a migration path from a document-based approach for information structuring and description to a pro-active model-based approach. The project places particular emphasis on process re-engineering strategies with respect to the changes introduced by the proposed approach. The Condor infrastructure, comprising the Condor prototype integrated with the extended end users document management software, is implemented in the context of a concurrent multiplayer environment. Finally, a demonstrator provides the test bed for evaluating project objectives and proof of concept. The demonstrator is built on case studies of end users' which provide qualitative and quantitative criteria, including estimates of potential time savings and changes to working practices. CONDOR can identify similarities and differences between the construction industry and other industries with a view to transferring the results to other application domains. It can also investigate the changes in the organization and the processes required to adopt the proposed approach (especially knowledge sharing) and re-engineer business processes The CONDOR project is not driven by technical issues but by the users' needs and the market. Nevertheless, some innovative technical approaches are investigated: integration and sharing of documents between existing proprietary; electronic document management software through a common aerial photography interpretation (API), thus enabling co-operative design and production of documents; integration of document-based (black-box)and model-based approaches to project information management, including handling of semantic data related to the processed information (eg indexing of documentary elements to buildings).
