Strengthening EU-Russia Sciences and Technology cooperation and EU access to Russian National Funding Programmes

Objective

The overall aim of the ACCESSRU project is to stimulate S&T cooperation between Europe and Russian Federation by providing better access to the European researchers for the Russian research and innovation programmes. Firstly, the project will map and analyse research & innovation programmes and initiatives managed by the Russians Federation to identify access opportunities to researchers from the Member States and Associated Countries. A particular focus will be put on the ongoing bilateral cooperation agreements and programmes between the Member States/Associated Countries and Russia in order to analyse their reciprocity conditions. Once the state-of-the-art of the EU-RU S&T collaboration opportunities is draw up, the Green Paper on EU-Russian collaboration and an Opportunities Report for European organisations will be prepared, discussed and diffused. To produce concrete effect and to develop concrete mechanisms for access to Russian funding, the project will help European organisations to access the Russian research programmes, i.e. to develop several pilot cases and success stories. The key role in this process will be played by the project partner Rosnauka, Russian Federal Agency for Science and Innovations. Pilot “case studies” will be analysed, and concrete mechanisms to support access of EU organizations to the Russian programmes will be developed. The project will implement two interrelated dissemination and awareness raising campaigns: to promote the access to Russian programmes inside the European research community, and to inform Russian research organizations that the involvement of European partners for Russian programmes is possible and welcome. Two communicating ways approach (Europe-to-Russia / Russia-to-Europe) and two interrelated dissemination and awareness raising campaigns will be crucial for the project success.
