Objective The Lisbon Special Economic Council (March 2000) identified amongst the core strategic goals of the community over the next decade, the generation of an expansion in service employment, through an exploitation of the opportunities offered by globalization, and by the development of a knowledge-based society. This project will investigate how political conditions in individual member states influence their ability to adapt to this new set of challenges, their selection of pathways to reform, and the sustaina bility of alternative development paths. For a reform strategy to be successful it must be sustainable not just in economic, but also in political terms. We propose to develop and test a model of the political sustainability of alternative paths to service sector development in a globalized economic environment. An important theoretical innovation of our model will be the integration of the theoretical insights of comparative politics and international political economy to allow us to analyze the political feasibility of "bundles" of policy reforms in the areas of service sector development and economic openness. In order to test our model we will assemble two types of data: (1) A cross-national intertemporal data set containing data on a range of EU and non -EU countries; (2) A set of detailed case studies analyzing failed and successful instances of reform. The Team Leader for the project is a European citizen who has been actively involved in research and training in the US for the last twelve years. She wi ll assemble an international research team, which will be closely integrated with several excellent pre-existing research networks. Thus the project will also contribute to the goal of structuring the European Research Area through the promotion of human m obility and resources.
