Knowledge investment strategies on local level

Objective

Four regions with complimentary regional structures and experiences plan to improve research and technological development (RTD) on their territory by providing the regional policy makers with better foresight, guidance and tools, including systems for exchange of RTD, related information and experience. They will analyze their previous failures and success and implement the best in test cases identified in the project as sub- regional and local contributions to reach the goals of the Barcelona statements.

The regions have several common interests but are not a mirror of each other. Together, by being complementary, they form an example that may be disseminated to many other regions in Europe due to similar conditions. They face distances to most national knowledge resources. On the other hand they have many not-so- often-counted resources of their own which are only sparely valorised for fostering innovation.
