Benchmarking Russia and Ukraine with respect to the Innovation TrendChart

Objective

BRUIT's overall aim is to address the INCO objective D2. Adjusting the System of Industrial Production and Communications' by researching and benchmarking the innovation capacities and policies of Russia and Ukraine using methodologies and indicators from the European TrendChart on Innovation.

By introducing TrendChart to Russia and Ukraine, BRUIT will expose Russian and Ukrainian innovation policy institutions and policy-makers to European, as well as world wide, best management practice in innovation policy. It will also establish a means for closer ties between their national innovation policies and those of the European Commission and EU Member States. BRUIT will be carried out by INBIS, who have many years experience of TrendChart, and four renowned Russian and Ukrainian innovation policy research institutes - STEPS, UFISA, IMEMO and ISISEP.

In order to achieve BRUIT's overall aim, four key operational objectives have been identified:
- Training - The four Russian and Ukrainian innovation policy research institutes will be trained to use the innovation benchmarking tools and methodologies from TrendChart
- Data Collection and Quality Control - The Russian and Ukrainian innovation policy research institutes will systematically research and gather data on the innovation capacities and policies of Russia and Ukraine to enable compilation of benchmark indicators and reports for TrendChart.
- Policy Reporting and Benchmarking Analysis - The Russian and Ukrainian innovation policy research institutes will report and benchmark the innovation capacities and policies of Russia and Ukraine, using TrendChart indicators and methodologies.
- Dissemination - The information compiled on innovation benchmarking in Russia and Ukraine will be made publicly available via a BRUIT project website and the TrendChart website. Final dissemination conferences will be organised involving Russian and Ukrainian innovation policy makers and representatives of the Commission.
