Objective
In the FP6, the European Commission is proposing a paradigm shift in the way air traffic services are provided. The overall objective is to achieve the Single European Sky and Eurocontrol's ATM2000+ Strategy. An ATM concept is a potential solution for a problem identified in ATM. The development of an ATM concept has a life cycle in which the concept has a maturing process.
The CAATS project identifies the E-OCVM as the best Concept Validation Methodology as it can be seen to be the most applicable to the first three phases from the AP5 maturity model (the Operational Concept Validation Strategy Document developed by FAA/Eurocontrol proposes a five level concept maturity scale). In this process the stakeholders make decisions about the progress of the concept, based on its maturity, beyond the world of ATM R&D.
