Study of regional and municipal energy management in the area of energy efficiency and renewable energy

Objective

The general aim of this project is to transfer the methodological practise of regional energy management to the area of municipal activity, with particular emphasis on planning and monitoring of targets established in the area of energy efficiency and renewable energy. In addition, we intend to highlight the specific features of energy questions at regional and municipal level, and their complementariness. In this way we hope to link the two energy policies and - even more importantly in our case - to encourage values of energy saving and harnessing of renewable energy in a specific geographical area, such as the municipal area, where only token actions have been carried out to date. Finally, we consider these objectives to be entirely compatible with those being established by the European Commission and in other geographical areas of action in the field of energy and the environment.

"More specifically, the aims include:
- Development of a methodological process that can be used in any European region or municipality;
- Planning of regional objectives within the energy framework described;
- Establishment of the actions to be performed at local or municipal level;
- Implementation of rational use of energy actions by municipal authorities will put an end to the bad image currently held by public authorities. Private and public sectors alike tend to consider public authorities as energy 'wasters'. In general terms, the methodological development proposed involves the following phases: Phase 1 Development of the 'Project Manager' computer application, which will allow coordination, control and monitoring of the project. Phase 2 Establishment of the methodology for making energy management plans, at regional and local level; Phase 3 Definition of regional and local energy / environmental indicators; Phase 4 Preparation of the regional plan on energy efficiency and renewable energy to the year 2010; Phase 5 Preparation of the local energy management programme for the different types of municipalities covered. The scope of the project centres, within the area of energy analysis, exclusively on aspects related to rational use of energy and harnessing of renewable energy. The specific contents of each phase are outlined in greater detail below".
Development of the project will provide us, for each participating region, with a series of documents or reports giving information on the current energy situation and identifying and evaluating the impact of the actions to be taken in the area of energy efficiency and renewable energy. A series of indicators will be established for the purposes of subsequent monitoring of the actions identified. These will allow the energy situation to be evaluated on a regular basis. These energy indicators will be adapted, as far as possible, to the level of knowledge and use required by technicians from regional and local administrations. Until the study is carried out, it is not possible to quantify the results that will be obtained in terms of energy saving and harnessing of renewable energy.

In qualitative terms, and taking into account the extensive possibilities opened up by covering the area of local activity, especially in terms of the energy management that can be undertaken by the municipal administration, it is reasonable to anticipate important results (in both RUE and promotion of RES) subject to the limitations of each region. As a complement to the achievement of the objectives and the obtaining of the results of the project, we must emphasise the importance of defining suitable methodology for transferring actions to other geographical frameworks.
