GDEG: the geospatial dimensions of European governance: evaluation and enhancement

Objective

Territorial governance in Europe relies extensively on the use of complex systems of information technology that are increasingly interwoven into an information society infrastructure with linkages among local, regional, provincial, national, and supranational administrative agencies. Governance in the information network increasingly involves the networked vertical and horizontal coordination of administrative agencies. Governments face many challenges as they implement European Union directives and modernize their government activities. European citizens expect better governance and better and more cost-effective access to government. Studies around the world have shown, however, that expectations are often out of alignment with real improvements. Governance networks are frequently overwhelmed by the challenges of information systems and their consequences.

This research will evaluate these networks and develop proposals and suggestions for their enhancement. The research to be conducted with support from a Marie Curie International Reintegration Grant will examine these governance networks, train researchers for studies of the complex government and networked information infrastructures, and engage administrative personnel with best practices. This research continues studies into the organization of geographic information systems (GIS) conducted in Germany, Poland, and the United States while the researcher was based in the United States. A Centre for the Geospatial Studies of Governance (CGSG) will be created at the University of Leicester to facilitate the creation of a research kernel, which will become the centre for sustained scientific activities beyond the initial two-year start-up period.
