Objective
The project intends to assess the vulnerabilities of the EU to the intended release of radiological, biological and / or chemical (RBC) agents as an act of terrorists. The assessment will be used as an instrument to develop preventive and suppressive crisis management strategies. First, a threat analysis, how do RBC agents suit the purpose of terrorists, will be performed. Next, concept of society as an integrated network of societal, political, economic substructures will be made. This concept will be used to identify spots vulnerable to the release of RBC-agents and to assess the direct and cascading effects on people and infrastructures. Finally, we analyse how the impact of the release of RBC-agents can be mitigated by taken the appropriate preventive and suppressive policy measures. As part of this step an inventory of policy measures already taken will be made and new policy measures will be recommended.
