Social Capital, Quality of Life and Information Society Technologies: Evidence-based dynamic modelling support for the IST Priority

Objective

This action will support IST policy and RTD optimising the positive effect of IST development on social capital and quality of life. For this purpose a decision support software tool will be developed that shows the effect of IST on the development of social capital and quality of life. This tool will be based on a validated system dynamic model that is a condensation of the state-of-the-art knowledge about the issue. The current knowledge about relationships between IST, social capital and quality of life will be supplied by a meta-analysis in the beginning of the project, in which all relevant literature and datasets will be reviewed. Based on these results the system dynamic model will be constructed and internally validated by analyses on the available datasets. An external validation will be carried out by working out the implications of the model for some topics selected by a special interest group in which interested experts with different backgrounds in policy, RTD, especially other FP6projects, or IST industry are represented. In three seminars the results of the meta-analysis, the tool and the analyses on the selected topics will' be presented to this special interest group. Also the implications of the results will be discussed in the seminars. The interactive set-up of the seminars will provide feedback enabling the project to deliver a usable and useful decision support software tool (MS-Excel application) that could immediately bring into action in the working practice of specialists in policy, RTD or IST industry. In the last seminar a policy and RTD agenda will be discussed with recommended actions to optimise the positive effect of IST development on the actualisation of social capital and quality of life and to evolve the special interests group into an expert working group that will continue to cooperate after the end of the project.
