A diagnosis collaborative environment for medical relevant situations

Objective

DICOEMS will provide an integrated environment for cooperation of actors of the medical sector (doctors, nurses and other paramedical staff) to assist them to perform proper, i. e., quick and accurate decision-making, in critical situations, where data is collected from care providers on the incident field. DICOEMS will be a user friendly environment that will serve as a tool to the above medical staff to perform activities that are relevant to evaluation, diagnosis and then treatment in these remote critical situations, where the citizen might not have immediate access to advanced medical laboratories for various types of analyses.

DICOEMS system, will then be on the one side a portable environment, both on the hardware and software point of view that will enable the medical professionals to have access to resources, both human and material ones. The human resources include cooperation in a per topic and speciality transparent manner among experts of various levels and the person located in the remote area where the incident takes place. On the other hand, DICOEMS will permit the in-situ care provider to get easy, instant, on-demand, integrated and intelligent access to content of specialized databases and/or digital libraries, such as life-support protocols, that are necessary for the decision making process.

Overall, it will support timely interaction between health professionals and will promote, from the technical point of view, the research in the areas of distributed systems, peer networks, knowledge management, multi-agent systems, security in healthcare environment and integration with advanced telecommunication capabilities.

DICOEMS also aims to establish strong cooperation with institutions that are active in the area of medical devices equipment (esp. portable ones), software integrators and users.
