Objective
The present proposal aims at the design and development of one of the key aspects of the International Accelerator Facility for Beams of Ions and Antiprotons (www.gsi.de/GSI-Future/cdr) planned by the European and international science community for con struction at the GSI Laboratory in Darmstadt, Germany: the broad implementation and optimisation of ion storage/cooler rings and of in-ring experimentation with internal targets and secondary beams.This will provide the European community with worldwide un ique accelerator capabilities. It will allow the broad, and in many respects novel use of stored, cooled ion beams including antiprotons with superior beam phase space. It will open new frontiers in several areas of research. Internal target experiments in cooler/storage rings require the delicate interplay between accelerator operation and experiment and a correspondingly wide range of expertise. This is particularly true for the multiple and highly parallel use envisioned for the present facility. This is reflected in the broad spectrum of participants involved in the proposal. It indicates a truly collaborative approach from the European science community. It promises substantial added value through the worldwide unique facility characteristics, and thus potential for European scientific leadership.The concept of the facility, developed in workshops and discussions involving the international science community, builds, and substantially expands on many developments made by GSI in cooler-ring technology a nd physics of high-energy heavy ion beams. The concept was documented in a Conceptual Design Report (CDR) in 2001. The CDR was subsequently evaluated by the Wissenschaftsrat of the German Federal Government and other science groups (including NuPECC, ESF expert committee for nuclear physics). In 2003 the German Federal Government announced approval of the project, with Germany providing 75% of the needed funding (65% federal, 10% State of Hessen).
