A regional innovation strategy for the South-East region of Romania

Objective

The ARISE project aims at the development o f A Regional Innovation Strategy f or t he South-East Region of Romania. Coordinator organisation is the Regional Development Agency of the South-East Region. Supporting partner with profound innovation-strategy experience will be the Regional Government of Tuscany. The project will have a duration of 32 months. It will consist of three successive stages with 15 work packages (stages according to the RIS-methodology). ARISE is first of all committed not to remain a paper work but to promote societal processes in the region: their effects in terms of impact on the regional economy and innovation system will "arise" in the middle term, as outcome of policies' and projects' implementation.
Strategic objectives:
To design a regional innovation policy appropriate for enhancing the post-transition processes and for preparing the accession to the European Union;
To embed the regional innovation policy in a comprehensive regional development policy;
To progressively acquire to the region an international visibility via innovation in the environmental sphere and through site marketing actions.
Objectives are split into 1. and 2. level objectives:
1. level: promotion of the regional innovation complex by means of sectoral-territorial clusters and virtual centres of competence, promotion of the regional identity and visibility by means of raising awareness that the six counties constitute a real political and economic entity, cooperation with the partner region, undertaking actions to be implemented by pilot projects;
2. level objectives are intended to activate processes for pursuing the first level objectives.
The objectives of ARISE are conform with the objectives of the research anfl innovation activity
area as they are targeted at encouraging regional innovation policy and trans-regional cooperation...
